As has been discussed extensively on other threads, the author seems to forget the real key:

Tenants

At this point there aren't any - and worse, there aren't prospects for any (rather, many - and many is what these buildings need to make them work, regardless of how inexpensive purchase & rehab are)

No matter what our current situation, if these amazing skyscrapers were givin new life as residential high rises, the people will come, who da hell wants to live on 23 mile road when the downtown fabric is coming back together, just look at the grand openings and the pre sale of several building going on right as we speak.
