"Snead was hired as superintendent in Detroit in 1993 – without an interview – and led the district until 1997. He resigned under board pressure after a year of public criticism that he was a poor financial manager and that he didn’t buy into reforms suggested by civic organization New Detroit Inc.

He was superintendent when, in 1996, national media reported that the district was in such financial straits that some schools had to ration toilet paper. Snead also led a campaign to pass $1.5 billion bond measure to improve school buildings."

I believe that John Bennett wouldn't mind my posting his remarks as he broke this story yesterday on his website (voted one of the best by the Metro Times) I'm still trying to make sense of it all.

"The rumor making the rounds around town this week suggest that among the finalist for Detroit School Superintendent is Waterbury(CT), and former Detroit School Superintendent David Snead, the husband of former city councilwoman and now mayor kilpatrick appointee, Sharon McPhail. The rumor further suggest that Snead is the person most likely to receive the nomination as School Chief because he is backed by Mayor Kilpatrick and the charter school proponents like Larry Patrick. Some close to the School Board say the fix is in and the other 4 finalist for the job are just window dressing. The School Board voted 6-5 not to allow an interview to present School Superintendent William Coleman, a decision that has more political ramifications than common sense. Coleman clearly is qualified and may be the only candidiate other than Snead who has run a District this large, although Snead's reign could not be considered a success. To not give Coleman at least a courtesy interview slaps of political backdoor deals and is another example of why out-state legislatures never wanted the return of an elected school board in Detroit.

Gutting The District
For sometime now there have been those outside of the city who've wanted to control the District and its contracts, at the same time they've wanted to remove the cap on charter schools. If the groups involved get their way and get a Superintendent they can control, one who supports charter schools, the gutting of the Detroit School system will have begun. The first elected School Board in quite a few years is at the doorsill of signing off on the gutting of the Detroit School District.

There is "No Need For Snead"
That was the chant in Newark, New Jersey when the advisory board there voted not to give Snead the job of School Superintendent back in April of this year. And by the time he left here back in 1997 the attitude was essentially the same. Snead was the center of controversy while serving as head of the Detroit District. He and his wife Sharon McPhail were ridiculed for allegedly charging their wedding to the school district and Detroit made national news because there was no toilet paper in the bathrooms in many schools. But Snead is most known for his support of charter schools which would clearly explain why he has the support of Mayor Kilpatrick who controls several votes on the board. Snead was the head of Detroit Schools when the State began the process of taking over the District. In 1997 the board voted 8-3 to accept Snead's resignation from his post as Superintendent. In accepting his resignation the board cited failure to promote reforms. During his time there he recommended two groups to manage the Districts finances that had political ties to his wife Sharon McPhail's political campaign for the office of mayor. In 1999 a U.S. District Judge found the Detroit School System and former head David Snead liable for dismissing a consultant, when he threatended to report financial errors. Snead over saw the District at a time when financial record keeping was lax, and upwards of $60 million in voter approved money may have been diverted to salaries and other unauthorized expenditures. Snead is currently the Superintendent of the Waterbury Connecticut School District with a population of 17,000. The Detroit District serves well over 116,000 students. The five finalist for the position are set to meet with Mayor Kilpatrick on Wednesday, December 13th.

If you guys are as smart as you pretend, you should really try READING the article. It says Snead is one of four FINALISTS who are going to be interviewed. He does NOT have the job!

Although the decision has not been made to hire David Snead as the next superintendent of DPS, it sure makes the school board look bad when they consider a former superintendent who was forced to resign from the job, Snead, yet they don't even allow an interview to the current superintendent, William Coleman.

Why would they invite this controversy in their first year back as the elected school board? I can hear people now saying, Let's recall these idiots."

BTW, why in the world do the candidates for superintendent even have to meet Mayor Kilpatrick? He doesn't have any say in their being hired. Besides, three of them won't be the superintendent, and one the mayor already knows. Isn't this a meeting best planned for after a superintendent has been hired?

Again, Tkshreve, what does the mayor have to do with this? He won't be voting on a candidate. That's left up to the school board members. Last I checked, the Mayor of Detroit is not one of them.

sry, that was a little joke towards a cash transaction via handshake, but it may have been too well disguised. Next time i'll dull it down a bit.

The reality of the situation is that DPS has no future planning and back up agendas. They look to the past and better times by attempting to go back to when it had a chance at working.

Good to see the broad out to prove see that going back to an elected school board was such a good idea. Just even considering Snead makes them joke. I have some hope that they will redeem themselves and show this guy the door, but not much.

As for Kilpatrick meeting with candidates, he's said that he wants to be more involved with schools

So is it ok to begin the campaign to make the Detroit Schools pay for themselves now... with Detroit dollars?

Or must all of us out-of-towners...however close to town we might live.... who actually pay for this criminal organization, with no representation for our tax dollars, just sit back and experience the moment?

How about this:

A proposal to continue to fund the Detroit Public Schools as long as the residents of the city of Detroit agree to State oversite of said organization.

Any vote by Detroit residents to disallow State oversite will immediately redirect all state funds to Charter schools built for the benefit Detroit residents in neighboring suburbs. These schools will be overseen by the State of Michigan.

Snead was HORRIBLE! He was leaving just as I was coming into the district (in 97) and it was a complete mess. No accountability for money (book-keepers were pilfering money left and right). Anyone BUT him, please (barring Coleman from the anyone). It was rumored that Snead and McPhail paid for their wedding using DPS cash...that was no secret.

Gerald Dawkins, probably the strongest candidate out of the announced finalists, dropped out of the race for the DPS superintendent position this morning prior to his public interview.
