Beatrice Ivey lives just north of Fenkell in Detroit and regularly has to dodge potholes and other hazards while driving on it. "It's really rough out there," said Ivey, 70, of the stretch of road between Schaefer and Greenfield on the west side. "I'm looking out for something that could damage my car." But Ivey and other motorists are stuck with the buckled and repeatedly patched stretch of Fenkell because of a continuing dispute between Wayne County -- which owns the road and is in charge of maintaining it -- and the City of Detroit over what pot of money is supposed to pay for repairing it.
