could the city establish tax incentive zones similar to residential NEZs to increase downtown occupancy, or maybe target the Southfield Towne Center, for example, offering incentives for companies who move downtown from there

We have at least three of them. They are Obras(SP?), renaissance zones and the empowerment zones.

OPRA - Obsolete Property Rehabilitation Act.

There are also brownfield incentives, personal property tax relief, and property tax abatements, etc...... there are tons of incentives for businesses.
