The writer, being a graduate student, is trying to make a name for himself in order to impress his professors at the University of Toledo. His assessment that Mayor Kilpatrick is thinking about city government in a different way is nothing new. Many cities have found out that they can reduce costs by privatizing some or most city services.

Being that Kilpatrick has a controversial past, and the fact that Detroit is the biggest city nearest Toledo, it makes sense that a grad student in economics at the University of Toledo would write a story about the goings-on of our fair city and its well-known mayor.

The enthusiasm that comes through the writer's article is like that of a person discovering something for the first time and is amazed by the revelation. For us older folks, what Kilpatrick is doing is nothing new. It's cute to see that Mayor Kipatrick has such an admirer that's impressed with the mayor's actions. I clearly don't share that admiration, but that's youth for you.
