I think you misunderstand, Merch. When I said that the park needs "serious hoeing," I meant that the garden space needed to be turned. Those kinds of volunteers don't get paid.

It's nothing more than a point of referrence, now. Kind of like subway stations in other cities marking former buildings, events, and such.

The city destroyed the historic Chinatown to build freeways and tried moving it to the area around Cass and Peterboro where you'll find the Chinatown marker today. Perhaps one day Asian money will return to this area, but today the Chinese/Vietnamese business district is on John R in Madison Heights.
