This idea is brilliant if we can leverage the federal dollars. The only problem I see is that it is so creative and out of the box that the city will never let it happens great ideas die fast in this region.

"deciding who will control Cobo." This statement is why it will never happen.

Seems like an idea worth exploring, at least, since nothing else is happening with Cobo lately.
