He's saying, if I understood it, that the Water Board while still owned by Detroit, is an independent entity, so the politicians can't interfere with it in any way. Also shoots down the L Brooks faction about a regional board, but leaves it open for a new board to be determined by the court. The mayoral appointment is ended, but the court can be petitioned by the city again, so this can all change at the whim of a fed judge.

So it's good for all of the people so far, and currently bad for all of the politicians, as I read it.

In other words: Who the hell knows.

No, it means the water can't be annexed and privatized and we won't be charged through the ass by right wing scumbags for what is our birthright as Michiganders.
