Blue Cross and others offering docs incentives to keep costs low...and when incentives don't work? Pressure is applied. Oh, Steve Wilson's making more friends.

To be fair, it appears that it's more than just Blue Cross. Seems like a good effort to keep costs down, but it just doesn't come off right because you know there are doctors not ordering tests so they can get their "bonuses."
