It looks like they're doing some restoration to the Spirit of Detroit statue or those are some really meticulous scrappers.

No, it is much more extensive work than that. Scaffolding has surrounded the entire entrance to the building for a couple of weeks now

I remember when I was a kid, some college students painted footprints leading from the Spirit of Detroit down Woodward to a female statue. My mother thought that was a sweet little prank.
