I know we are no Seattle, San Fransisco or Austin but if we are trying to attract next generation type businesses this might be a stepping stone towards it.

Alas, I do not think Michigan is ready for it.

The current mode of thought is that incinerators are a form of alternative energy, hence Macomb County is considering building one. Michigan is also considering throwing compost back into the landfills. Garbage is a huge industry in Michigan. You would need millions to invest to change that mind set.

Write your government. Buy recycled products. Recycling is not productive unless there is an end market.
