This will ultimately be DTE's fault, and money will be paid, a lawyer will take 1/3-1/2 of it and the scrapping will continue. Perhaps DTE needs to hire Isaiah Thomas to do a scrapping safety spot.

Wow, that's still pretty cheap. In Ontario our deposit on a keg is $100

The city may want to consider an aluminum ladder giveaway program to ensure proper electrocution of scrappers. (Wood and fiberglass ladders just don't conduct current as well...)

Great idea. The only problem with a good aluminum ladder give away is, the scrappers would just sell the ladders for scrap. lol Easier than using them for their intended purpose.
